Raven DeVaughn serves as Program Director of the Chicago Anchors for a Strong Economy (CASE) initiative of World Business Chicago (WBC). As Program Director, Raven leads the team tasked with connecting local, emerging businesses with available contracting opportunities within anchor institutions. A proven public-sector professional committed to strategic management, Raven brings 10 years of experience in executive procurement and operational roles within agencies throughout the city that will allow her to communicate across the communication continuum from the local businesses to the larger anchor institutions.
Prior to joining World Business Chicago, Raven served as Executive Director of Strategic Initiatives at Olive-Harvey College, one of the seven City Colleges of Chicago where she was responsible for identifying intentional pathways toward institutional growth/expansion. Functioning across all departments within the College and the larger District, Raven identified strategies for process improvement, executed project implementation, implemented key performance management metrics, and managed relationships with various community and corporate stakeholders.
Before her tenure at City Colleges, Raven served as the Director of Procurement at the Public Building Commission of Chicago, a public developer, where she was responsible for the fair management of professional and construction contracts in excess of $250M annually. Raven began her career as the Director of Procurement for the Housing Authority of Cook County, the second largest housing authority in Illinois, where she was responsible for procurement and compliance the agency’s annual spend on goods and services.
Raven earned a Bachelor of Arts in English from Howard University and a Juris Doctor degree from the University of Illinois at Urbana-Champaign College of Law. Raven is admitted to practice in the state of Illinois. A native Chicagoan, Raven deeply committed to helping drive positive change in all 77 of Chicago’s wonderfully diverse neighborhoods. Raven is a member of the Women’s Board of the Chicago Urban League and a member of Alpha Kappa Alpha Sorority, Inc.
