Tom is responsible for the attraction of foreign direct investment (FDI) and general business development. He assists foreign-based companies and works closely with the foreign-based business, Consular and foreign economic development communities in Chicago.

Tom’s previous experience included local and global economic development and business location consulting with Grubb & Ellis, Deloitte & Touche, and Fantus Consulting. At Fantus, Tom was an in-house expert on industry targeting software, working with hundreds of clients.  Prior to that, Tom had economic development and planning roles with the cities of Dallas and Wichita Falls, Texas.

Tom joined World Business Chicago prior to the landmark move of Boeing Company’s relocation to Chicago in 2001. International projects have included numerous business and foreign government operations. China projects included Goldwind in 2010 and Hu Jintao’s 2011 Chicago visit. Tom secured Chicago’s recognition as the leading North American destination for foreign direct investment projects from global consulting firm IBM PLI for four consecutive years, including their 2016 study. Chicago was recognized in 2016 and 2017 as having the top FDI recruitment strategy in North America, 3rd globally, by fDi magazine, a Financial Times publication.

Tom has a B.A. in Urban Affairs from the University of Missouri-Kansas City, and a master’s degree in Urban Planning from the University of Kansas. Tom has 30 years of public, private and nonprofit experience in the field, and has been a Certified Economic Developer (CEcD) through the International Economic Development Council since 1989.
